alright enough bi-weekly means twice a week (in that bicycle is two wheels, not half a wheel; bisexual is more than a single sexual attraction, not half as much) semi-weekly means every other week (in that semisweet chocolate is less sweet; semiconductors are ~less~ conductive)

      i assume the confusion comes more from "-weekly"; e.g. semi-weekly == half-weekly == every half a week. but "weekly" means once a week. so by extension: semi-weekly == half of 1 per week == .5 per week == 1 per two weeks.
